Speed Hump Petition

Following is a petition to install speed humps on Lakewood Drive. The Town of Fairview Ordinance No. 95-254, Article III. Speed Hump Policy & Design were followed to define the area and collect the appropriate signatures.

Though the town guideline states "The Public Works Committee will provide information regarding the proximity of the proposed speed hump locations on the subject street and a cost estimate to the applicant before the petition process begins" I was told that I needed to get the signatures first, which I have done.

A 1000’ street segment of Lakewood Dr. has been defined as target area. This area, as shown in Appendix A, begins just before the Timber Lane intersection and extends to the south 1000’.

10 of the 12 adjacent property owners have signed the petition (83%).

The speed hump policy also mentions that, when practical, the petition area shall be extended by at least 3 lots preceding the first speed hump location and 3 lots beyond the last speed hump location.

In this extended area 10 of the 12 have signed the petition giving an overall total of 20/24 = 83% (67% required by the town.)

I would like to work with the town on the placement of these humps to help satisfy the requests of the residents. I have placed proposed locations on the attachment.

Questions remaining:

  1. Are the proposed locations acceptable?
  2. What is the cost estimate for the two speed humps?
  3. Are donation checks for the resident’s portion made out to the "Town of Fairview?"
  4. One resident wanted to understand if they were liable for any auto damage caused by the speed humps. What is the legal liability of a road hump on someone’s property?
